California State Parks Golden Mussel Prevention Program requires all trailered or motorized vessels entering Folsom Lake or Lake Clementine to have an intact quarantine and/or decontamination seal prior to entering the water. An intact RED seal (proof of inspection and 30-day quarantine) or an intact GREEN seal (proof of inspection and decontamination by an authorized service provider) is required for launch. Seals will be verified and removed by authorized staff prior to launch. New seals will be applied by authorized staff upon exit. Every time a seal is applied or removed, information regarding the waterbody, date, CF number and other pertinent data will be entered into the Watercraft Inspection Database (WID)

30-day Quarantine (Red Seal) Information
The red 30-day quarantine seal indicates your boat and trailer have been inspected by an authorized service provider ensuring all components are clean, drained and dry.
Trained staff will inspect the vessel for the presence of mussels and onboard water. Once a vessel passes inspection, a red quarantine seal will be applied. The seat must remain intact for 30 days during which time the vessel will not be permitted to launch in Folsom Lake or Lake Clementine until 30 days have lapsed. The seal will include a cable through the bow eye of the vessel and around the frame of the trailer to insure it is not launched during the 30-day period. Seals are tamper evident and serialized. Each seal application will be entered into a database to confirm the date, vessel/seal numbers and location. The day of the inspection is day 1 of quarantine. Vessels that have finished the 30-day quarantine may launch on day 31 or thereafter. Authorized staff will remove the seal prior to launch.
Upon exit from the lake, all vessels must have a green seal attached by authorized staff to be allowed to freely launch at Folsom Lake and Lake Clementine. Staff will ensure there is no debris on the vessel, no standing water in the vessel, and that the ballasts and live wells are emptied before applying the outbound green seal.
If a seal is not applied for any reason, the vessel will need to undergo another 30-day quarantine or decontamination.

Decontamination (Green Seal) Information
The green decontamination seal indicates your boat and trailer have been inspected and decontaminated by an authorized service provider . You will be allowed to launch immediately after the green seal has been applied.
As of May 14, 2025, any vessel wishing to launch sooner than the required 30-day quarantine period must have a hot-water decontamination performed by an authorized service provider. Decontaminated vessels will have a green seal applied are allowed to launch immediately following decontamination. Each seal application will be entered into a database to confirm the date, vessel/seal numbers and location. The vessel cannot be launched in any other waterbody between having a decontamination performed and launching at Folsom Lake or Lake Clementine.
